Update: Electricty To Be Cut Off, Rescue Teams Can’t Reach Some Areas

UPDATE
Tokyo’s Electric Company, TEPCO, after initially backing off plans to blackout selected areas of Japan has decided to go forward with the plan. TEPCO says there is a strong chance that around 6 p.m. they will shut off power for up to three hours at designated areas.

Additionally, many of Japan Railway lines, which were running this morning, are not operating in order to conserve electricity.

Meanwhile, rescue teams cannot reach many of the devastated areas due to impassable roads
